Skeletons, while grim to the living, aren't considered true undead.  A magic worker simply casts an enchantment spell on a dead body (skeletal or flesh, doesn't matter), and it will rise, powered by the spellcaster.

If fleshy, rotting will eventually turn it into a gleaming skeleton.  Skeletons literally obey its creators is basically a bone-laced puppet. 

Of course, this nuance is lost on most people, and the Humakti still view it as an affront to their Death-god.
